To Save $320 filing fee for getting new I-94 for the new Passport ?

Want to get New I-94 for the New Passport without leaving US ?

A friend of mine had Visa in his Passport till June 2011. When he entered US, he received I-94 till the Passport expiry date (i.e. some day in January 2009)

He got the New Passport through his Consulate Office in US and we want to get new I-94 till the valid Visa date(i.e. June 2011) based on the Old Passport.

We took him to Deferred Inspection Unit in Newark Airport in New Jersey (NJ). They simply just refused to give the new I-94 for the New Passport and they suggested to file form I-102 to USCIS with $320 fee.

We took appointment in Local USCIS Office to get I-94 through InfoPass facility in USCIS.They also suggested to file the same form I-102 to USCIS with $320 fee.

Finally, we called and went to Deferred Inspection Unit in JFK Airport in New York. They took the old I-94 and issued the New I-94 till the Visa Validity date (i.e. June 2011) with the same I-94 Number based on the old Passport.They have not charged any fee (no single penny).

Simply Not able to understand why the deferred inspection unit in Newark were unable to issue the new I-94 , while the same unit in JFK was able to issue new I-94 without any issues ?

Only USCIS has to correct and educate the functionalities performed in deferred inspection unit related to I-94 processing.
